How the regions are built
The regions follow Russia's eight federal districts, the standard statistical grouping, with two changes made for the model: Moscow and Moscow Oblast are separated from the rest of the Central district, and the Southern and North Caucasus districts are merged. Product moves only between adjacent regions, along product pipelines and rail; the adjacency is Moscow to Central, Northwest and Volga; Central to Moscow, Northwest, Volga and South; Northwest to Moscow and Central; South to Central and Volga; Volga to Moscow, Central, South and Urals; Urals to Volga and Siberia; Siberia to Urals and the Far East; the Far East to Siberia only.
Demand shares are provisional and are marked as such in the registry. Occupied Ukrainian territories are not Russian regions: observations from them can enter the model only as mechanism description or precedent, never as a region, a threshold or a card.
